Effective immediately, acceptance of applications for franchises to operate public utility vehicle services in Baguio City is hereby suspended until further orders, in view of Resolution  No. 316, s. 1995 of the Sagguniang Panlungsod of  Baguio and the Memorandum dated December 29, 1995, of DOTC Undersecretary Primativo C. Cal.

This Memorandum Circular is an exemption from an earlier directive  lifting the moratorium on the acceptance of new franchise applications in Baguio City.
