For participating in the public bidding for the restoration of the Manila North Road, Pampanga Section, km. 77+000 to km. 77+630, in Office of the Regional Director, Region III, San Fernando, Pampanga, knowing fully well that its license had already expired in 1982, the said R.R. Santiago Construction and its proprietor, Ruben R. Santiago, are hereby suspended/blacklisted from participating or entering into any contract with the Department and its line agencies.
