Anent the provision of Memorandum Circular No. 17-2-2002, the Commission hereby amends Sec. 17.3 to read as follows:

"Sec. 17.3 Any RTC with noted deficiencies shall be given a grace period of thirty (30) days from notice to correct the deficiency.  The RTC shall then inform the NTC of its compliance.  The Commission shall conduct a re-inspection after the grace period."

An additional section is hereby added, thus:

"Sec. 17.4 In the event the RTC is not able to correct the deficiencies within the prescribed period, the violation report shall be forwarded to the Legal Department for appropriate legal action.  While the case is pending, the RTC is enjoined not to accept new students until the same shall have been resolved with finality."

With the above amendments, all other provisions in Memorandum Circular 17-2-2002 stands.
