A Certificate of Compliance to Emission Standard (CCES) to be issued by the Department of Transportation and Communications (DOTC) on a basis of a roadworthiness inspection including emission test by the Motor Vehicle Inspection System (MVIS) pending the development of the Motor Vehicle Type Approval System.3. The CONFIRMATION CERTIFICATE OF DEALERS shall no longer be required from all vehicles submitted for initial registration. However, as per RA 4136, a copy of dealer’s sales report shall be submitted and authenticated by the Land Transportation Office (LTO) personnel as evidenced by a stamped RECEIVED sign at the duplicate copy of the Dealers Report and which is duly counter signed by an authorized LTO personnel before distributing the same to the owner of the subject vehicle.
