In view of the rescission of the contracts of E. Pacheco Construction by the Acting District Engineer, Northern Samar Engineering District for the construction of Multi-Purpose Pavements in the following barangays, to wit:

a. Barangay Balud, San Roque;

b. Barangay Bantayan, San Roque

c. Barangay Camparañgan, Pambujan;

d. Barangay Magsaysay, Bobon; and

e . Barangay ULP, Zone III, Catarman

the said E. Pacheco Construction and its proprietor are hereby suspended/blacklisted for a period of one (1) year from participating in any bidding or entering into any contract with the DPWH and its line agencies.

In addition, since E. Pacheco Construction and its proprietor are liable to the DPWH for liquidated damages, the difference in the cost of completing the project vis-a-vis the original contract and other charges pursuant to Clause 100 of the DPWH Standard Specifications 1988 and Section 3 of PD 1870, all concerned are hereby enjoined not to release any sum of money to E. Pacheco Construction or its proprietor without prior clearance from the Secretary.

Strict compliance herewith is enjoined.
