Executive Order No. 258, Prescribing Time Standards in the Issuance of Permits for Housing Projects, issued on June 28, 2000, provides among others, to wit:

“Section 1.          Prescribing Time Standards for the Issuance of Housing Permits — The following agencies of the national government shall adopt the following time standards in the issuance of permits for housing projects:

x x x

f.        Department of Agriculture

— Certification stating eligibility for reclassification of agricultural lands, including the National Irrigation Administration (NIA) and Philippine Coconut Authority (PCA) certifications, within ten (10) days upon receipt of application and by the DA-Regional Field Unit.”

In compliance therefor, paragraph III (2) of MC No. 35, s. 1996 is hereby amended to read as follows:

“The processing of CIC applications as shown in attached process Flow Chart (Annex A) shall not exceed TEN (10) working days from the date of receipt by the RIM of application with complete documentary requirements. Results of field verification/inspection shall be made by the RIM using LUC Form No. 4 series of 1994 prepared in quadruplicate with the original given to applicant and copies sent to concerned DAR/DA-RFU and office file.”
