(NAR) VOL. 7 NO. 3 / JULY-SEPTEMBER 1996

[ BOC MEMORANDUM, July 13, 1995 ]

ANNOUNCEMENT OF ESCAPE

It has been observed that the Superintendents of the different prison and penal farms are delaying reports on escaped prisoners hoping that they will be recaptured immediately are just hiding in other dormitories or lost within the vast area of the colony.

You are hereby warned that the practice is grossly anomalous and dangerous because said inmates might commit crimes within the lapse of time since they escaped. Furthermore, this will prevent prison authorities from immediately acting on the matter giving the escapee more chances to go scot-free and will definitely put the bureau in embarrassment for not reporting the incident at once.

Henceforth, any inmate who shall fail to attend four (4) consecutive roll calls shall be considered an escaped prisoner. He shall immediately be reported and charged for Evasion of Service of Sentence.

For strict compliance.
