OPERATION OF PASSENGER TERMINAL AT THE PORT OF ILIGAN



  1. AUTHORITY

    1.1 Sections 6a (ii & iii), 6b (ix), 6B, PD 857 as amended by EO 513

    1.2 PPA Memorandum Circular 43-85

  2. OBJECTIVES

    2.1 To provide shelter and amenities for the safety and convenience of the passengers.

    2.2 To ensure the security and safety of passenger and port facilities especially with the volatile peace and order condition.

  3. PURPOSE

    3.1 To provide guidelines for the Interim Operation of the Passenger Terminal at the Port of iligan, pending Public Bidding of its operation.

  4. RATIONALE

    4.1 PPA-PMO Iligan in response to an urgent need for passenger shelter and the necessity to contain the passengers in one area for safety and security check, deemed it necessary to refurbish its warehouse as temporary passenger terminal.  However, since there is a gap between the completion of the facility and the public bidding for its operation, the PMO is compelled to temporarily operate the terminal.

    4.2 In a public hearing conducted on November 16, 2000, it was established that a terminal fee of P11.08 would make the operations viable provided that all embarking (outgoing) passengers should pay, to spread the cost of operations

    4.3 To cover direct operating expense without consideration for the return on investment, the PMO will collect an interim terminal fee of only P5.00.

  5. GUIDELINES

    5.1 All embarking (outgoing) passengers should pay the P5 00 Terminal Fee.

    5.2 The Terminal Fee should be paid upon purchase of Passage Tickets.

    5.3 All embarking passengers should pass through the Passenger Terminal.

    5.4 All passengers shall be subjected to security inspection by the composite team of PPA and LGU security personnel.

    5.5 Excess baggage of passengers shall be stuffed directly into the passenger van, subject to Marina and Shipping Company's Policies on Issuance of Bill of Lading.

    5.6 Well wishers may use the Passenger Terminal upon payment of Terminal Fee, subject to the restrictions of the well wishers area.

  6. ROLE OF THE SHIPPING COMPANY

    6.1 For the convenience of the passengers, the P5.00 Terminal Fee shall be collected upon purchase of Passage Ticket.

    6.2 Issue the corresponding pre-numbered Terminal Ticket.

    6.3 Remit to the PPA the terminal fee collected not later than the following day after every departure of vessel

    6.4 Provide a Container Van for stuffing of excess baggage of the passengers and issue the corresponding claim tag

  7. ROLE OF THE PPA-PMO ILIGAN

    7.1 Manage the day to day operations of the Passenger Terminal, including the maintenance and proper housekeeping

    7.2 implement security and safety measures in coordination with the LGU.

    7.3 Extend passenger assistance to ensure smooth operations

    7.4 Provide canteen and other ancillary services, subject to payment of separate fees.

    7.5 Collect the Terminal Fee of the Well Wishers.

  8. EFFECTIVITY - This Circular shall take effect 15 days after publication in local newspaper and shall remain in force until otherwise repealed or revoked.
