1. The implementation of Rule I (Coverage and Exemption), Paragraph 1 (1.6) of the Omnibus Guidelines for the Issuance of Employment Permits to Foreign Nationals (Department Order No. 12, Series of 2001) is hereby suspended until further notice pending review of this and related-provisions of the Omnibus Guidelines.

2. All Regional Offices shall submit to the Bureau of Local Employment by May 31, 2002, a detailed report specifying the names, addresses and the fact of payment by resident foreign nationals prior to the issuance of this Department Order.

3. This order shall take effect immediately.
