It appearing that BALOR CONSTRUCTION COMPANY has already served the penalty of suspension/blacklisting for one (1) year for committing an act which tends to defeat the purpose of public bidding of government projects in the Masbate Engineering District pursuant to IB 10.5 (3) of the Implementing Rules and Regulations (IRR) of P.D. 1594 as amended, its request for lifting the suspension/blacklisting embodied in Department Order No. 127, Series of 1991, dated May 20, 1991 is hereby approved, effective this date.
