In fairness to interested consulting firms who are denied of the opportunity to be included in the shortlist of prequalified consultants because of last minute notice of no intention and/or failure without valid/sufficient reason, to submit Technical and Financial Proposals, the consulting firm(s) concerned shall be meted out the following sanctions:

First Offense — Suspension from participation in the selection for all projects requiring consulting services for 6 months.

Second Offense — Suspension from participation in the selection for all projects requiring consulting services for 1 year.

Succeeding Offenses — Perpetual disqualification.

This Order shall take effect immediately.
