(NAR) VOL. 20 NO.1 / JANUARY – MARCH 2009

[ PHIC PHILHEALTH CIRCULAR NO. 03, S. 2009, January 21, 2009 ]

DEDUCTION OF UNPAID FINES FROM PENDING OR FUTURE BENEFIT CLAIMS

To ensure the timely payment to PhilHealth of fines imposed on health care providers in administrative cases, all unpaid fines imposed on penalized health care providers shall be deducted from the proceeds of their pending or future benefit claims.

This development is in line with the Corporation’s efforts to ensure that said fines serve the purpose for which these were imposed, i.e., as deterrents and punitive measures against the commission of administrative offenses.

This Circular shall also apply to unpaid fines on account of insufficiency of appeal deposits in cases where fines are increased by the Board of Directors on appeal.

This directive is in accordance with PhilHealth Board Resolution No. 1192, s. 2008 and shall take effect immediately.

Adopted: 21 Jan. 2009
