1. Inclosed is Memorandum Circular No. 1^* dated July 2, 1998 of the Office of the President, Malacañang, Manila enjoining all heads of departments, bureaus, offices and agencies, including government-owned and controlled corporations, and their subsidiaries, to make full disclosure of all financial transactions and contracts, whether pending, approved or completed entered into by their respective offices for the period of six (6) months preceding June 30, 1998.

2. In this connection, Bureau/Center/Service/Regional Directors and Chiefs of Offices are requested to submit to the Office of Undersecretary Nilo L. Rosas on or before August 31, 1998 the required report for consolidation and submission to the Executive Secretary.
