REINSTATEMENT OF MEMORANDUM CIRCULAR NO. 91-014



Due to the clamor and request of various transport groups of public utility operators for the reinstatement of Memorandum Circular No. 91-014, Re: Allowing Public Utility to ply out of line for emergency and personal use of the operator's immediate family, which was revoked and cancelled by this Board pursuant to Memorandum Circular No. 2003-032, Re: Issuance of Special Permits.  The Board hereby amends Memorandum Circular No. 2003-032, and reinstates with full force and effect Memorandum Circular No. 91-014 but subject to its restrictions and guidelines found thereof.  Moreover, the operator is also covered by the Memorandum Circular No. 91-014.

This Memorandum Circular supersedes any and all issuances inconsistent herewith.

This Circular shall take effect fifteen (15) days following its publication in the Official Gazette or in a newspaper of general circulation or the filing of three (3) copies hereof with the UP Law Center, pursuant to Presidential Memorandum Circular No. 11, dated 09 October 1992.
