REQUIRING THE PHILIPPINE RACING COMMISSION (PHILRACOM) AND THE NATIONAL STUD FARM (NSF) TO REQUIRE A COGGING TEST FOR ALL HORSES RACING AND AS A PRE-REQUISITE FOR REGISTRATION IN THE NATIONAL STUD BOOK AND/OR RENEWAL OF PERMITS/LICENSES



WHEREAS, pursuant to Administrative Order No. 05, it has been found out that Equine infectious Anemia (EIA), a dangerous communicable disease of horses exists in some parts of the country.

WHEREAS, it has been established that there is a danger of spreading such disease, the most command of which is through biting insects such mosquitoes and horse flies.

NOW, THEREFORE, I. ROBERTO S. SEBASTIAN, Secretary of Agriculture, pursuant to Section 1764 of the Revised Administrative Code, do hereby order the declaration of the existence of Equine Infectious Anemia (EIA) in the Philippines and requires the adoption of appropriate measures to prevent further spread of the disease.

The Philracom is hereby directed to require an annual COGGINS Testing for all horses competing and racing in any or all racetracks in the Philippines.

The NSF is hereby directed to require an annual test for any or all horses applying for registration in the Stud Book and/or renewals permits, licenses.

This Administrative Order shall take effect immediately.
