In the best interest of the service, effective 16 August 1999, LTO-Kalookan Licensing Extension Office (KLEO) is hereby authorized to issue student driver’s permit to local and foreign applicants.

All documentary requirements provided in existing regulations should be strictly complied with.

All orders, memoranda, circulars in conflict herewith are deemed superseded.
