Further to the provisions of Memorandum Circular No. 9-7-98, the Commission hereby amends Item No. 1 paragraph 1.4 to read as follows:

“1.4 Ability to express themselves satisfactorily in English language both orally and in writing”

With the above amendments, all other provisions in Memorandum Circular No. 9-7-98 stands.
