INSTALLATION OF TAXI METER ISSUING RECEIPT FOR NEW TAXI UNITS



Under Executive Order No. 202, dated 19 June 1987, the Land Transportation Franchising and Regulatory Board is authorized, among other things:

“k. To formulate, promulgate, administer, implement and enforce rules and regulations on land transportation public utilities, x x x.”

That while the persistent strong opposition to the full and /or mandatory implementation of the Memorandum Circulars (MC Nos. 2003-010; 2003-020; 2005-039; 2006-071; 2008-028 and 2009-003) and Revenue Regulations No. 17-2006 relative to the installation of Taximeter Issuing Receipt (TIR) is being evaluated and weighed, for all economic, financial and practical intents and purposes this Board, cognizant of the National Government’s public transportation modernization program, deems it prudent that all brand new taxi units being substituted in place of old ones shall, hence, be required to be installed/equipped with Taximeter Issuing Receipt.

The TIR shall be secured solely from any of the Bureau of Internal Revenue and LTFRB duly accredited suppliers dealers/distributors. For this purpose Inspection Report duly accomplished and/or signed by the Resealing Section of the Technical Evaluation Division shall be presented before the release of the approved application for dropping and substitution.

This Memorandum Circular shall take effect after fifteen (15) days from its publication in the Official Gazette or in a newspaper of general circulation in the Philippines. Three (3) copies thereof are directed to be submitted to the UP Law Center for record purposes, pursuant to Presidential Memorandum Circular No. 11, dated Oct. 9, 1992.
