Pursuant to the provisions of the Implementing Rules and Regulations of RA 7308, otherwise known as the Seed Industry Development Act of 1992, Chapter III, Article II, Section 3, and upon approval of the National Seed Industry Council, the following guidelines are hereby adopted to ensure better quality of seeds:
I. Land RequirementsI.1 Peanut
Peanut crop to be eligible for certification, must be preceded by some crop other than peanut, unless:
a. the crop in the previous season was grown from certified seed of the same variety; and b. crop was field inspected and was approved to have certifiable standards of purity.
I.2 Soybean
Soybeans, to be eligible for certification, must be preceded by some crop other than soybeans unless certified seed of the same variety was planted the preceding year.
I.3 Mungbean
Mungbean, to be eligible for certification, must be preceded by some crop other than mungbean unless certified seed of the same variety was planted the preceding cropping season.
II. Field InspectionDeputized Seed Inspectors are required to conduct field inspections.
II.1 Peanut
Minimum of two (2) field inspections, preliminary and final shall be required during flowering stage and before harvesting. More inspection may be done to assess presence of off-types, weeds, disease plants and other contaminants.
II.2 Mungbean
Minimum of three (3) field inspections at vegetative, flowering and maturity stage shall be required. However, preliminary inspection should be done at vegetative and flowering and final inspection at maturity. More inspection may be done to assess presence of off-types, weeds, disease plants and other contaminants.
Mungbean should be planted in straight rows to facilitate field inspection and quality control. Broadcast method of planting mungbean only after rice may be allowed for the production of certified seeds, provided proper cultural and weed management practices is employed.
Field shall be inspected during blooming and after the crop is matured but before harvesting operations begin and at a time, when hypocotyl color, leaf color and shape, flower color, pod color and size, pubescence density and other plant characteristics can be detected.
Where noxious/objectionable weeds which should be removed prior to harvest are found or where evident mixtures are discovered, the inspectors will conduct a re-inspection before harvest in order to see how thorough the weeds of impurities were removed. Fields containing a large amount of noxious weeds or excess varietal impurities may be disqualified by the inspector and no further inspections are to be made.
II.3 Soybean
Soybean should be planted in straight rows to facilitate field inspection and quality control. Fields for certified seed production shall be inspected at maturity or after the leaves have dropped, when pods, pubescence color, and/or other plant characteristics can be determined.
III. Field StandardThe minimum area of field legumes intended for certification shall be 0.5 hectare.

IV. Seed Lot Homogeneous seed lot produced from field lot shall be marked Field Lot A-1, Field Lot A-2, or Field Lot B - 1, Field Lot B-2. The number 1,2,3 and so on shall be the seed lot designation.
V. Seed SamplingSeed sampling shall be carried out by Deputized Seed Inspectors. The Certifying Agency may conduct seed sampling only when necessary. Samples shall be taken at random in a seed lot not more than 100 bags

VI. Seed TestingA sample weighing at least one (1) kg. of mungbean, soybean and unshelled peanut, shall be submitted for certification. Analysis/testing must be done within 72 hrs. after receipt of the sample. Result of analysis must be released within 15 working days for mungbean, soybean and small seeded peanut and 20-25 days for large seeded peanut as long as there is no problem with the quality of the seed.

VIII. Tagging
Tagging of seed lots passing certification shall be done by the Deputized Seed Inspectors.
This Order shall take effect fifteen (15) days upon publication in the official gazette or in one newspaper of general circulation.
