Sec. II COVERAGE is hereby amended, to read as follows:

“This Circular shall apply to all Philippine-registered ships in the domestic trade except fishing vessels.”

EFFECTIVITY CLAUSE

This Memorandum Circular shall take effect fifteen (15) days after its publication once in a newspaper of general circulation in the Philippines.
