SPECIAL LGU PREMIUM COUNTERPART CONTRIBUTION FOR CITIES AND 1ST TO 3RD CLASS MUNICIPALITIES TO SUSTAIN THE MEMBERSHIP COVERED UNDER THE "ENHANCED PCSO GREATER MEDICARE ACCESS PROGRAM"



Pursuant to PhilHealth Board Resolution No. 797, s. 2005, the Corporation shall implement the Special LGU Premium Counterpart Contribution for all cities and 1st to 3rd class municipalities.

Under Proclamation 743 issued by President Gloria Macapagal-Arroyo on 06 December 2004, Local Government Units (LGUs) are urged to primarily undertake the enrollment of indigent families in their respective localities to the Sponsored Program which is part of their responsibility to provide access to quality health care services. The LGUs then made representation to PhilHealth and the Department of Budget and Management (DBM) through the Union of Local Authorities of the Philippines (ULAP) requesting assistance during the one year transition period of 2005-2006 for the renewal of membership coverage of indigent families enrolled through the "Enhanced PCSO Greater Medicare Access Program".

The following are the approved Special LGU Premium schedule with the corresponding PhilHealth Capitation Fund (PCF) for those implementing the Outpatient Consultation and Diagnostic (OPB) Package:

The amount of PCF to be released to the LGUs shall be based on the percentage of premium paid.

Likewise, the Special LGU premium Counterpart Contribution shall be valid for the twelve-month membership period within 2005-2006, afterwhich, the concerned LGU shall follow the prescribed premium sharing schedule as stipulated in the Implementing Rules and Regulation. Furthermore, the LGUs shall have until December 2005 to avail of the said scheme.

This Circular shall take effect immediately.
