SUSPENSION/DEFERMENT OF THE IMPLEMENTATION OF THE REQUIREMENT OF SMOKE EMISSION TESTING FOR ALL MOTORCYCLES FOR HIRE (MCH) IN THE NATIONAL CAPITAL REGION



Upon instruction of the DOTC Secretary acting on the strong representation of the Officers and Members of Tinig ng Organisadong Driber at Operator sa Pilipinas (TODAPILIPINAS) an aggrupation of tricycle operators operating in Metro Manila, and considering that there is indeed inadequacy in the number of emission testing facilities for MCH in Metro Manila, the implementation of smoke emission testing as a requirement for the registration of all MCH is hereby ordered suspended and/or deferred until 02 January 2003 when, expectedly, the number of testing facility shall have become adequate.

In view hereof, the Regional Director of the National Capital Region is directed to advise all district heads as well as OIC's under his jurisdiction to carry out the intendment of this memorandum.

All concerned are hereby advised that on January 2, 2003, the said requirement of smoke emission testing shall be deemed re-activated/implemented without need of any further memorandum.
