To facilitate the project assessments being undertaken by the Quality Assurance Units (QAU) and to be able to institute immediately quality control measures on on-going projects, QAUs assigned to your respective offices/projects are unauthorized to undertake the following actions;
1. Conduct thorough assessment of on-going completed work/project and obtain access to all documents/files related thereto;
2. Recommend to the implementing office concerned temporary stoppage of any item/s of work of on-going due to non-compliance with approved plans and specifications;
3. Recommend to the implementing office concerned to institute corrective measures to remedy the defects/deficiencies noted on projects; and,
4. Recommend temporary withholding of payment for the quality of works accomplished found non-complying with approved plans and specifications.
Additionally, in consonance with the Department Order No. 74, Series of 1990, the temporary stoppage on any items of works of on-going projects due to faults of the contractor should not be misconstrued as suspension of contract time or be a ground for extension thereof.
