In view of the implementation of MTC Resolution No. 05, Series of 2010, providing for full decentralizing of assessment by 16 May 2011, the acceptance of application for portfolio assessment at the National Assessment Center for Basic Safety, shall be allowed until 12 May 2011.

Thereafter, all applicants having sea service of at least twelve (12) months on board domestic and/or ocean-going vessels without the necessary NAC certificate will be required to undergo the assessment process at the nearest accredited MET providers in accordance with MTC Resolution No. 05, Series of 2010 and Memorandum Circular No. 05, Series of 2011, in order to obtain a Certificate of Proficiency in Basic Safety.
