IMPLEMENTING RULES AND REGULATIONS OF THE MAGNA CARTA OF SMALL FARMERS



Pursuant to Republic Act No. 7607 otherwise known as the Magna Carta of Small Farmers, the Implementing Rules and Regulations are hereby issued for the information and guidance of all government and non-government agencies as well as farmers organizations and farmers cooperative associations.

In the interest of equity and social justice, services delivery agencies are enjoined to facilitate access and preferential service assistance to small farmers, to empower them adequately and cost-effectively in undertaking their obligations as primary producers of goods and services.

The Implementing Rules and Regulations clarifies both the rights of farmers and their obligations towards the attainment of agricultural cooperation for self-reliance.

Accordingly, enabling provisions in the basic law enjoin the government and non-government agencies to provide the necessary facilitative and support services spelled out in this Implementing Rules and Regulations.

Government agencies concerned are, therefore, enjoined to include in their budgetary proposals to Congress, through the Department of Budget and Management, their additional requirements to effectively support the immediate implementation of this Magna Carta of Small Farmers.

It is desired that this Administrative Order and its enclosures be given the widest circulation possible.
