In order to protect the best interest of Filipino workers bound for Saipan, a duly accomplished Philippine Citizen Registry Form, a facsimile of which is annexed to this memorandum circular, should be sent by mail or delivered to the Philippine Consulate in Saipan by the concerned worker upon arrival in the island.

Licensed agencies deploying workers to the CNMI and all other concerned are hereby enjoined to emphasize the importance of complying with this directive during the Pre-Departure Orientation Seminar (PDOS) of workers bound for the island to facilitate the delivery of assistance to them.
