PROPOSAL FOR SHORTER COMPLETION TIME OF GOVERNMENT INFRASTRUCTURE PROJECTS



In order to further strengthen the Fast-Track Scheme in the prosecution of government infrastructure projects, it is hereby instructed that Regional Directors and other Implementing Offices who are charged with the duty and responsibility of preparing the Proposal booklet for projects to be bid, shall incorporate in these Bid Proposals a provisions that the contractor if he so desires may propose a shorter completion period in their bid proposal.

If the proposal for a shorter completion time is complied with, the implementing agency shall give value to each day of early completion, which value shall not be more than the amount of liquidated damages for purposes of bid evaluation.

This new policy should be discussed or explained during pre-bid conferences for the information and guidance of all participating bidders.

This Department Order shall take effect immediately.
