"SEC. 4. The Commission shall submit an integrated reorganization plan to the President not later than December 31, 1970, and the President shall, within one hundred calendar days after the opening of the second regular session of the Seventh Congress, submit the same to Congress with or without modification, together with a declaration that such reorganization is necessary to accomplish the purposes of Section one hereof. No reorganization plan shall become effective unless expressly approved by Congress which must either accept or reject it in toto.SEC. 2. The President may create, by executive order, a Review Commission to assist in the review and revision of the integrated reorganization plan and in its presentation to Congress and for other related purposes. Officers and employees of the Government who may be detailed to said commission shall be entitled to overtime compensation and honorarium and/or allowances to be determined by the Commission.
"Upon approval of the reorganization plan or plans by Congress, the President shall forthwith implement the same by issuing the necessary executive order or orders subject to the limits of the Appropriations Act for the fiscal year during which the implementation is effected."
