"SEC. 13. Constitution and organization of the City Council.—The City Council shall be the legislative body of the city and shall be composed of the vice-mayor, who shall be the presiding officer, and eight councilors elected by popular vote.SEC. 2. The second paragraph of section nine of the same Act is repealed.
"If any member of the city council should be a candidate for office in any election, he shall be incompetent to act with the city council in the discharge of the duties herein conferred upon it as to election matters, and in such case the other members of the council shall discharge said duties without his assistance, or they may choose some disinterested elector of the city to act on the council in such matters in his stead.
"The councilors shall be residents of the City of Bacolod and shall have the status and qualifications of provincial officer of an organized province.
"The vice-mayor as presiding officer of the city council shall preside at all meetings of the council at which he is present and shall have the right to vote only in case of a tie. In his absence, or while acting as mayor, the council meeting shall be presided by a temporary presiding officer, who shall be chosen by the council. The presiding officer shall sign all ordinances and all resolutions and motions directing payment of money or creating liability. In case of sickness or absence of any member of the council or if for any reason it becomes necessary to maintain a quorum, the President of the Philippines shall appoint a temporary substitute who until the return to duty of the sick or absent member, shall hold the office and have the right to receive compensation or emolument and perform all the duties of a member of the council.
"The vice-mayor shall receive a salary of four thousand two hundred pesos per annum, and the members of the city council shall each receive a salary of three thousand six hundred pesos per annum."
