"SEC. 24. Driver's license, fees, examination.—Every person who desires personally to operate any motor ver should make application to the Chief, Motor Vehicles Office, or his deputies for a license to drive motor vehicles: Provided, however, That no person shall be issued a professional driver's license unless he has first obtain a police clearance, which shall be issued without charge or fee, from the police department of the city or municipality in which he resides: And provided, further, That rson should be issued a professional driver's license who is suffering from highly contagious diseases, such as, advanced tuberculosis, gonorrhea, syphilis, and the like".SEC. 2. This Act shall take effect upon its approval.
