General Order No. 2 dated September 22, 1972, as amended by General Order Nos. 2-A, 2-B, 2-C and 2-D, is hereby amended to include the following provision:
"25. Any person or persons who nay have been known or found to have committed the crime of swindling and other deceits as defined in Article 315 and 316 of the Revised Penal Code, in large scale,"
