CALLING FOE A NATIONAL TRI-PARTITE CONFERENCE TO CONSIDER THE ESTABLISHMENT OF VIABLE LABOR-MANAGEMENT RELATIONS BASED UPON THE "BOUNDARY" SYSTEM IN LAND TRANSPORTATION

TO : The Minister of Labor

WHEREAS, on the basis of studies conducted by the Ministry of Labor and the Board of Transportation, it appears that the "boundary" system has become the prevalent, persistent and accepted mode of contractual relationship between operators and drivers of public utilities providing land transportation services, particularly mini-buses, jeepneys and taxis;

WHEREAS, considering that land transportation services are indispensable to economic progress, the contractual relationship arising from the "boundary" system must be recognized as an integral and vital aspect of labor-management relations whose stability is vested with public and national interest;

WHEREAS, the determination and formulation of the conditions governing the special working relations between the operators and drivers concerned arising from the "boundary" system can best be achieved through tri-partite dialogue and consensus as has been proved tine and again in the past in similar tripartite conferences;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Republic of the Philippines, hereby directs the Minister of Labor to convene at the earliest possible time a National Tri-partite Conference oi operators and drivers of mini-buses, jeepneys and taxis, as well as of representatives of government agencies concerned to consider the formulation of a viable and mutually acceptable labor-management relations arising from the "boundary"system for purposes of adoption into law and policy.
