[ LETTER OF INSTRUCTIONS NO. 738, August 25, 1978 ]

TO: The Minister of the Budget

WHEREAS, Letter of Instructions No, 728 directs the review of government activities and organization for purposes of fostering greater efficiency and economy in government operations, and creates a Review Committee to undertake the said task;

WHEREAS, the Review Committee is specifically directed to recommend measures to eliminate the proliferation of organizational units within individual agencies, reduce duplication of functions among agencies and minimize overhead expenditures of government;

WHEREAS, the review should include the organizational aspects of presidential decrees still in process of implementation in order to be conclusively effective;

WHEREAS, the review may result in necessary amendments to such decrees and the abolition or merger of organizational units in the government structure;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, do hereby order and direct the Minister of the Budget to hold in abeyance, after due consultation with the Review Committee, all budgetary actions still pending with the Ministry as August 21, 1978, on requests of agencies relative to the implementation of presidential decrees or parts thereof which provide for organizational changes, where preliminary assessments by the Review Committee indicate that such changes require reexamination.

This Order shall take effect immediately.

Done in the City of Manila, this 25th day of August, in the year of Our Lord, nineteen hundred and seventy-eight.
