[ LETTER OF INSTRUCTIONS NO. 695, May 24, 1978 ]

TO:
THE ADMINISTRATOR
NATIONAL GRAINS AUTHORITY

Studies reveal that the 60% minimum milling recovery requirement specified in Letter of Instructions No. 538-B issued on May 12, 1977 could further be improved upon.  As such, in order to better realize the objectives of the aforestated Letter of Instructions, the minimum milling recovery requirement is hereby increased from 60% to 62% by weight.  No license shall, therefore, be issued by National Grains Authority to any person or entity to operate any rice mill which fails to reach said newly prescribed minimum, percentage, milling recovery requirement after a period to be determined by your Office and subject to the guidelines your Office shall prepare for the implementation of the above.

Done in the City of Manila, this 24th Day of May, in the year of Our Lord, nineteen hundred and seventy eight.

(Sgd.) FERDINAND E. MARCOS
President of the Philippines
