By virtue of Proclamation No. 1628 declaring autonomy in Southern Philippines, a Provisional Government has been created in the areas of autonomy that shall eventually pave the way for the establishment of the regular regional government therein.  Considering that the Department of Local Government and Community Development under the Integrated Reorganization Plan is the primary agency for providing advice and assistance in matters relating to local government administration, you are hereby directed to directly supervise for and in behalf of the President of the Republic of the Philippines the Provisional Government in Southern Philippines as well as the Autonomous Regional Government that shall be subsequently set up therein.

Immediate and strict compliance with this Letter of Instruction is desired.

Done in the City of Manila, this 1st day of April, in the year of Our Lord, nineteen hundred and seventy-seven.
