[ LETTER OF INSTRUCTIONS NO. 230, December 02, 1974 ]

ENJOINING ALL GOVERNMENT OFFICES AND AGENCIES INVOLVED IN INFRASTRUCTURE PROJECTS TO PURCHASE THEIR CEMENT BAGS FROM THE COTTAGE INDUSTRY DEVELOPMENT ENTERPRISE (CIDE).

TO: All heads of government offices, agencies and government owned or controlled corporations.

In order to facilitate the implementation of the infrastructure development program of the Government and in order to assist the CIDE in its program of  generating employment and income, all departments, bureau  and offices, including local political subdivisions and government-owned or controlled corporations involved in infrastructure project are hereby enjoined to purchase their cement bags from the CIDE—operated cement bag factory in Sapang Palay.

The usual government procurement operation shall be observed only in the event the authorized representative of the CIDE certifies that the CIDE cannot meet the particular order.

Strict compliance with  this  Letter  of  Instructions  is desired.

Done in the City of Manila, this 2nd day of December, in the year of Our Lord, nineteen hundred and seventy-four.
