TO:	The Secretary of Agrarian Reform

In order to accelerate the implementation of the agrarian reform program, you are hereby directed:

1. To immediately extend the present operations implementing the land reform program pursuant of Presidential Decree No. 27 down to landholding of over seven (7) hectares.
2. To make an inventory of all abandoned private agricultural lands devoted primarily to the production of rive and corn (which are hereby declared covered by Presidential Decree No. 27).

In implementing this Letter of Instructions, you are empowered to call on any government agency for assistance to insure the orderly administration and implementation of this instruction.
