[ LETTER OF INSTRUCTION NO. 18, October 02, 1972 ]

TO:
All Department Heads & Heads of Other Offices and Agencies of the Government

It is now necessary that our people be informed properly and adequately about the state of affairs in the country, the objectives of the proclamation of Martial Law and the conditions hoped to be achieved as a result thereof, and the various endeavors of the Government designed to bring about the New Society.

In view of this, I call upon all heads of departments and of other offices and agencies to help in the current information effort of the Government.  Towards this end, they are required to coordinate with the Department of Public Information, as well as upgrade their own information service and initiate information projects concerning their own departments, offices or agencies in the context of our present reform efforts.
