  1. The EDPITAF, through the Textbook Board, is allowed to import newsprint, through international bidding, for the benefit of the book publishers for the printing of educational materials, including those for use as basic school pads and notebooks, on a tax-and-duty-free basis.

  2. The Budget Ministry is to release the equivalent of taxes and duty to the EDPITAF on the required importation.

  3. The volume of this importation is to be ascertained by the National Economic and Development Authority and will be determined for the duration of the shortage in supplies of newprint, but which authority will expire one year from this signing, unless further renewed.
Done in the city of Manila, this 16th day of August, in the year of Our Lord, nineteen hundred and seventy-nine.
