WHEREAS, there should be Strict adherence to the principle  that promotions in the judiciary and prosecution service, as  in all  other sectors of the government should be based or: merit and qualifications;  and

WHEREAS, there is a necessity to provide an authentic guide to determine the real merit and qualifications of candidates for promotion in the judiciary and prosecution service to ensure that only those deserving are promoted.

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by law, do hereby order end direct that individual rating sheets for judges, provincial, city and assistant fiscals be prepared as my guide and objective basis for the promotion or transfer of said officials, such rating sheets to include in appropriately titled columns the monthly number of cases disposed of or handled, number of. pending cases, educational qualifications, length of service and such other criteria as may be deemed necessary in the evaluation of the qualification of the candidates.

Henceforth, no promotion or transfer of any of the abovementioned officials shall be approved by the undersigned unless the recommendation therefor is supported, by the corresponding individual rating sheet.

Done in the City of Manila, this 30th day of October, in the year of Our Lord, nineteen hundred and seventy-nine.
