In view of the representation made by the residents of the Bicol Region regarding the rising electricity costs in their area, I have directed the Ministry of Energy and the National Power Corporation (NPc) to conduct a review of the power rate structure in the Bicol

Pending the results of such study and effective for the period June 1 to July 31, 1981, I have further instructed NPC not to impose the Fuel Cost Adjustment charge in its sale of power to the rural electric cooperatives in the Bicol Region.  In this regard, you are hereby directed to ensure that sucharate reduction is reflected in the power billings of the electric cooperatives to their customers and that no additional charges for Fuel Cost Adjustment are added by said electric cooperatives.
