  1. The EDPITAF, through the Textbook Board Secretariat, is allowed to import newsprint, through international bidding, for the benefit of the book publishers for the printing of educational materials, including those for use as basic school pads and notebooks, on a tax and duty-free basis.

  2. The Budget Ministry is to release the equivalent of taxes and duty to the EDPITAF on the required importation.

  3. The volume of this importation shall be equal to that imported under LOI No. 915.   Any excess over and quantity which may be required shall be ascertained by the National Economic and Development authority and will be determined for the duration of the shortage in supplies of newsprint.  This authority to import newsprint will expire one year from this signing, unless further renewed.
Done in the City of Manila, this 10th day of December, in the year of Our Lord, nineteen hundred and eighty-one.
