3.1 | The contest is open to all inventors, makers, designers, and creative researchers who are qualifiers within the respective Region. |
3.2 | The regional qualifiers will represent their respective Region in the six (6) contest categories where they qualified to compete for national awards. |
3.3 | Entries in the utility model and industrial design categories must already have a Registrability Report for utility model and industrial design, respectively, submitted to TAPI together with filled-up Entry Forms on or before 08 June 2012. |
4.1 | Invention - covered by invention patent still in force granted by the Intellectual Property Office (IPO) formerly known as BPTTT. |
4.2 | Utility Model - covered by utility model patent/registration with a registrability report still in force granted by the Intellectual Property Office (IPO). |
4.3 | Industrial Design - covered by industrial design patent/registration with registrability report still in force granted by the Intellectual Property Office (IPO). 4.4 Creative Research - refers to research results with demonstrable qualities and potential for improvement and/or widespread commercialization/dissemination. |
4.5 | Student Creative Research for College - refers to new and innovative projects/models developed by college students. These projects/models should possess features and characteristics that may have significant contribution to the promotion of S&T innovations that are not contrary to public order, morals, public |
4.6 | Student Creative Research for High School - refers to new and innovative projects/ models developed by high school students. These projects/models should possess features and characteristics that may have significant contribution to the promotion of S&T innovations that are not contrary to pubic order, morals, public health, and welfare. |
5.1 | Contestants are required to submit the following to the TECHNOLOGY APPLICATION AND PROMOTION INSTITUTE (TAPI) not later than 5:00 p.m., on 08 June 2012: | ||
5.1.1. | Nine (9) copies of the completely filled-up entry forms including: | ||
• | NICE Form No. 01 - Entry Form for invention, utility model, industrial design, and creative research categories, herein attached as Annex 1; | ||
• | NICE Form No. 03 - Entry Form for Sibol Award, herein attached as Annex 2; | ||
5.1.2 | Nine (9) original copies of signed waivers | ||
• | NICE Form No. 02 - Waiver Form for invention utility model, industrial design, and creative research categories, herein attached as Annex 3; | ||
• | NICE Form No. 04-Waiver Form for Sibol Award, herein attached as Annex 4; | ||
5.1.3 | Nine (9) copies of letters patent or UM/ID registration (as applicable). | ||
5.1.4 | Nine (9) copies of Registrability report for UM/ ID registration. 5.1.5 Nine (9) copies of the description/drawings, pictures, certificates. | ||
5.1.6 | For Creative Research Category (Likha Award) and Student Creative Research Category (Sibol Award): Eight (8) copies of Certification that their work is their own, new and original. | ||
• | NICE form No. 5 - Certification for Entries under the Creative Research Category (Likha Award), herein attached as Annex 5. | ||
• | NICE Form No. 6 - Certification for Entries under the Student Creative Research Category (Sibol Award), herein attached as Annex 6. | ||
5.2 | Contestants must submit their duly accomplished entries to TAPI not later than 5:00 p.m.. on 08 June 2012. All documents submitted are subject to final examination by the Panel of Judges. | ||
5.3 | Contestants in the Creative Research Category (Likha Award) and Student Creative Research Category (Sibol Award) shall certify that their work is their own and that to the best of their knowledge, it is new and original. | ||
5.4 | Contestants may be required to provide additional information to the Judges in order to facilitate the evaluation of their entries during the contest proper. | ||
5.5 | Contestants will be assigned a booth free of charge to display his/ her official entry/ies. Each entry shall identified by an official label provided by TAPI. The national qualifiers will be notified of their specific booth assignments/ dimensions before 11 July 2012. The booth assignments shall be done on the basis of category. | ||
5.6 | Contestants are required to install their working models/products/ exhibit materials at the contest site on the prescribed schedule of Ingress as announced by TAPI. | ||
5.7 | All exhibit materials should be moved out on the specified date of Egress after the Closing/Awarding Ceremonies. TAPI shall not be liable to any losses/damages to the working models/products/exhibit materials. All contestants shall be responsible in manning/supervising their respective exhibits at all times. |

6.2 | The Panel of Judges shall be composed of the Screening Committee of the Republic Act No. 7459. | |||
6.3 | Final judging will be held at the contest site. The Panel of Judges has the right to declare no winner if it deems that there is no deserving entry in the category. | |||
6.4 | The decision of the Panel of Judges shall be final and unappealable. The scorecards or rating sheets are considered personal notes of the Panel of Judges and are not for public scrutiny and any part of it shall not be given to any contestant or requesting party. | |||
6.5 | Contestants or their duly designated representatives shall agree to the immunity of the members of the Panel of Judges, DOST and their employees from any legal suit that may arise from or relative to the conduct, results, etc. of the contest by signing the corresponding waiver form as reflected in NICE Form 02 and NICE Form 04 (Annexes 3 and 4). No entry shall be considered officially entered in the contest unless the contestant and his/her witnesses have signed the waiver and submitted the signed waiver to TAPI. | |||
6.6 | Any fraudulent information provided will be a ground for disqualification or withdrawal of the award. |
