WHEREAS, under the
Administrative Code of 1987, the President of the Philippines has the
continuing authority to reorganize the Office of the
President;
WHEREAS, Executive
Order No. 7, (s. 1992), as amended provides for the creation of an
extension office of the President in
Mindanao;
WHEREAS, Executive
Order No. 357 (s.2004) provides for the merger of the Office of the
Presidential Assistant for Mindanao and its functions with the Mindanao
Economic Development Council
(MEDCO);
WHEREAS, Executive Order
No. 757 (s.2008) places the MEDCO under the oversight of the National
Economic and Development Authority;
NOW
THEREFORE I, GLORIA M. ARROYO, President of the Philippines,
by the powers vested in me by law, do hereby
order:
Section 1. Revival of
Office. - The extension office of the President in Mindanao
is hereby revived, to be headed by a Presidential Adviser for
Mindanao.
Section 2. Functions of the
Presidential Adviser for Mindanao. - The Presidential Adviser
for Mindanao shall have the following functions, powers and
responsibilities:
(a) Oversee the Mindanao Economic
Development Council and the Southern Philippines Development
Authority;
(b) Oversee the Philippine activities of
the Brunei Darrusalam-Indonesia-Malaysia-Philippines East ASEAN Growth
Area; and
(c) Provide support to the President on
matters related to Mindanao.
Section 3.
Budget. - The extension office of the President in Mindanao
shall be provided with an initial budget of Ten Million Pesos
(P10,000,000). Appropriations for succeeding years shall be
incorporated in the budget proposal of the Office of the
President.
Section 4. Repealing
Clause. - All orders, issuances, rules and regulations or
parts thereof which are inconsistent with this Executive Order,
particularly Executive Order No. 757, are hereby repealed or modified
accordingly.
Section 5.
Effectivity. - This Executive Order shall take effect
immediately.
