First Commission – for the provinces of Cotabato and South Cotabato and the cities of Cotabato and General Santos:The Amnesty Commissions herein created shall examine the facts and circumstances surrounding each case and may conduct summary hearings as may be necessary. The decision or resolu¬tion on any given case need not stare the facts in detail but merely and briefly the grounds upon which it is based. Cases already on appeal may be passed upon by the Amnesty Commissions.
