[ PROCLAMATION NO. 74, November 24, 2010 ]

DECLARING SATURDAY, DECEMBER 11, 2010, AS BARANGAY ASSEMBLY DAY THROUGHOUT THE COUNTRY



WHEREAS, Sections 397 and 398 of the Local Government Code of 1991 (RA 7160) require a barangay assembly day, to be held twice a year, to hear and discuss the semestral report of the sangguniang barangay concerning its activities and finances, as well as problems affecting the barangay;

WHEREAS, Proclamation 342, dated March 18, 2003, was issued declaring the first Saturday of March 2003 and third Saturday of October 2003 and every year thereafter as Synchronized Barangay Assembly Days;

WHEREAS, for the second semester of CY 2010, the Synchronized Barangay Assembly Day did not push through due to its proximity proximity to the October 25, 2010 Synchronized Baranay and Sangguniang Kabataan Elections;

WHEREAS, the institutionalization of barangay assembly day nationwide is one of the major component programs of the Biyaheng Pinoy: Tapat na Palakad, Bayang Maunlad launched last October 2010 by the Department of the Interior and Local Government in celebrating twenty (20) years official autonomy in the Philippines;

WHEREAS, to ensure the program’s continuity and to institutionalize the tenets of transparency, responsiveness, accountability and participation at the barangay level, and to afford the new set of elected barangay officials the opportunity to meet with their constituents to reaffirm their commitment to realize their plans and programs for the community, there is a need to conduct a Barangay Assembly Day nationwide.

NOW, THEREFORE, I, BENIGNO S. AQUINO III, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare Saturday, December 11, 2010 as Barangay Assembly Day throughout the country.

Further, all city/municipal mayors are hereby enjoined to ensure compliance hereto of all barangays and maximize participation in the said undertaking by making rounds of barangay assembly conducted in their respective jurisdiction.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
