WHEREAS, Friday, February 14, 2003, marks the 5th Charter Anniversary of the City of Valenzuela;

WHEREAS, it is fitting that the people of the City of Valenzuela be given full opportunity to celebrate the occasion with appropriate ceremonies.

NOW, THEREFORE, I, ALBERTO G. ROMULO, Executive Secretary, by order of Her Excellency, GLORIA MACAPAGAL-ARROYO, do hereby declare Friday, February 14, 2003, as a special day in the City of Valenzuela.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.
