PROCLAMATION NO. 64-A
WHEREAS, Proclamation No. 64, dated October 2,
1992, authorized the Philippine Postal Corporation to conduct a
nationwide fund campaign during the period from October 1 to December
31, 1992, for the benefit of the victims of the Mt. Pinatubo eruptions
through the imposition of a surcharge on all postage stamps, including
metered postage, in the amount of twenty-five centavos (P0.25);
WHEREAS,
in order to fully pursue the conceived resettlement program to affected
citizens surrounding the Mt. Pinatubo area and the other towns of
Central Luzon, the government desires to utilize and maximize all
non-tax fund sources to support said program;
NOW, THEREFORE, I,
FIDEL V. RAMOS, President of the Philippines, by virtue of the powers
vested in me by law, do hereby amend Proclamation No. 64, date October
2, 1992, which authorized the Philippine Postal Corporation to conduct a
nationwide campaign for the period from October 1 to December 31, 1992,
for the benefit of the victims of the Mt. Pinatubo eruptions through
the imposition of a surcharge on all postage stamps, including metered
postage, in the amount of twenty-five centavos (P0.25), by extending the
period to February 28, 1993, and including the imposition of an
additional surcharge of one peso (P1.00) on foreign airmail, including
metered postage, for the period from November 1, 1992 to February 28,
1993, pursuant to Section 6 (a and c) of Republic Act No. 7354,
Provided, that the same be exempt from any form of income tax whatsoever
pursuant to Section 15, General Provisions, of CY 1992 General
Appropriations Act.
