WHEREAS, Tuesday, April 15, 2003 marks the death anniversary of the first President of the Republic, the late President Manuel A. Roxas;

WHEREAS, it is fitting that the residents of Roxas City, his birthplace, be given full opportunity to celebrate the occasion with appropriate ceremonies.

NOW,  THEREFORE, I, ALBERTO G.  ROMULO, by  order  of  Her
Excellency, GLORIA MACAPAGAL-ARROYO, do hereby declare Tuesday, April 15, 2003 as a special day in Roxas City.
