EXEMPTING FROM IMPORT DUTY COMMODITIES AND SUPPLIES RECEIVED FROM THE UNITED NATIONS RELIEF AND REHABILITATION ADMINISTRATION OR OTHER RELIEF ORGANIZATION FOR RELIEF OF THE PEOPLE OF THE PHILIPPINES



WHEREAS, the ravages and destruction wrought by the war in the Philippines have left the Filipino people in dire need of relief and assistance in the form of food, clothing, housebuilding and sanitary-construction materials, and medical, surgical and other supplies; and

WHEREAS, the United Nations Relief and Rehabilitation Administration is willing and ready to send said supplies to the Philippines and, as a matter of fact, has already sent some for the relief and rehabilitation of the Filipino people;

NOW, THEREFORE, I, SERGIO OSMEÑA, President of the Philippines, do hereby declare an emergency by reason of war to exist under the provisions of Act No. 4198 entitled "An Act amending section eleven of the Act entitled ‘An Act to raise revenue for the Philippine Islands, and for other purposes’, approved by Congress of the United States on August fifth, nineteen hundred and nine, as amended, for the purpose of admitting free entry of certain merchandise in time of emergency", and do hereby designate the Director of Public Welfare to take charge of the importation of such commodities and supplies for relief purposes as the United Nations Relief and Rehabilitation Administration or other relief organization may send to the Philippines.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Commonwealth of the Philippines to be affixed.

Done in the City of Manila, this 19th day of September, in the year of Our Lord, nineteen hundred and forty-five, and of the Commonwealth of the Philippines, the tenth.
